On January 1, 2026, the simultaneous implementation of the PRC Value-Added Tax Law and its Implementing Regulations marks a historic new phase in China's tax governance. The "provisional" logic that governed VAT for over three decades has been fundamentally overturned. With the full deepening of "data-based tax administration" under Golden Tax System Phase IV, tax authorities have upgraded their supervisory capabilities from "controlling invoices" to "controlling transactions, controlling data, and controlling credit."

 

During this transitional period under the new VAT law, enterprises face multiple practical challenges. If enterprises can not promptly clarify the substantive and procedural requirements of the new law and establish a dual-control system covering "substantive compliance + procedural coordination”, they risk leading to severe consequences such as tax arrears, penalties, and damaged credit ratings.

 

This conference will help to understand the core changes under new VAT law, clarify the controversies and risk points in practical operations, demonstrate the compliance process establishment in order to enhance risk management capabilities in complex transaction and inspection environments.

Chloe has been working in the consulting industry for nearly 20 years, with extensive experience in and consulting services as well as tax services. Her expertise covers financial performance analysis, cost reduction and efficiency improvement for enterprises, tax optimization, internal control implementation and enhancement, as well as post-merger tax and financial integration. She holds French CPA, CMA and a Master degree from University Paris X Nanterre in Audit, Accounting and Controlling.

Tom Tang has over 25 years' experience as a business leader in financial accounting, financial planning and analysis, internal audit, tax, treasury and M&A. He is a key player and business partner in company strategy, IT, HR and the value chain. He has built an empowered, agile and accountable local organization that has driven the China business from €3m in 2009 to €70m in 2025, while achieving continuous top- and bottom-line growth over the past 16 years.

He is a savior, having built a reliable business model and led the global and local teams to secure millions of dollars in compensation from the insurance company after a tornado nearly destroyed the company in 2015.

Prior to joining SOCOP (acquired by Antolin), he worked at P&G China for 10 years as an analyst.

Tom graduated from Zhong Nan University of Finance and Economics in Wuhan and holds a CIMA/CGMA and a CIA.
