Smart Cities: Problematic, Techniques and Case Studies

The Smart Cities are an important field for ubiquitous computing (UC) and ambient intelligence (AmI). In-city data collection and their appropriate diffusion to city users (actors) and their services (applications) are the key points of smart cities.

To put it into practice, a real augmented environment middleware for data collection and sharing is needed, as well as location based services, mobile and in-environment human computer interactions (HCI) and just in time contextual mobile learning.

The conference will focus on three concrete case studies: a dynamic lane allocation system, a system for goods urban delivery and a bus shelter based communication.

• Bertrand David, professor at Ecole Centrale de Lyon, LIRIS Lab, CNRS UMR 5205.
Bertrand David has a Ph.D. in Software Engineering. His main research domains include Human-Computer Interaction (design methodologies, architectures, multi-modal, mobile, ubiquitous augmented reality interactions) and Investigation areas (industrial applications and e-learning)

Air quality in Beijing, what is done and what can you do to protect yourself?

Pollution in Beijing has become one of the most hotly debated subjects on the Chinese web, with public outrage growing. Authorities have tried to ease the controversy by promising to measure small particles by 2015 and opening one of their monitoring centers to the public. They have also questioned the credibility of the US air monitor.

Ms. Zhou Rong, climate and energy campaigner at Greenpeace, will present more information about the air quality situation in Beijing.

Ms. Zhou Rong will elaborate on the following topics this morning:

3. Who is to blame: What is the source of PM2.5?

The French Chamber of Commerce is delighted to invite you to the next Food Safety Working Group on the topic:

Overview of the challenges of food safety in China

China is the world’s largest agricultural economy. It is also the world’s second largest importer, and fourth-largest exporter of agricultural goods.

The 12th 5-year plan highlighted the strategic importance that China is giving to the food industry, from agriculture to food processing and distribution. This opens up big opportunities for French companies in this industry.

The goal set by Chinese authorities is to raise agricultural competitiveness: with a better productivity and the use and innovation of new technologies, the Chinese agriculture will reach modern stage. The challenge is also to implement efficient food safety policies.

The next Food Safety Working Group will present an overview of the challenges of food safety in China, linked with the implications of the 12th 5-year plan as well as recent food safety scandals. Direct and Indirect Selling by foreign companies

China has been the “World Factory” in the past two decades but now this populous country is getting a new image of “Crazy Consumer” in spite of the worldwide economic slowdown.

Aware of the increasing consuming power of the Chinese market, foreign investors are no longer focused on manufacturing products in China but seek opportunities to sell products in the large Chinese consumer market.

However, certain restrictions apply for foreign invested companies when selling their products. The seminar will address the legal and practical issues when selling in the Chinese market through different sales channels.

The seminar will cover the following subjects:
• Exclusive distribution/agency/wholesale/retail
• Direct selling (the incorporation and approval requirements for FIE’s and the prohibition of multi-layer marketing)
• Online selling trough registered websites (legal requirements: is a value added telecommunication license required?)
• Franchising

Also, the speakers will also briefly touch upon:
• Confidentiality of business secrets of foreign invested commercial enterprises (alternative confidentiality measures?)

Cette réunion sera l’occasion de montrer ainsi que d’expliquer comment fonctionne le système de subventions chinoises dédiées à la R&D pour les entreprises étrangères. L'intervenante sera Mme Stéphanie Tirel de la société Bassetti (Shanghai), experte dans la veille stratégique et notamment dans la recherche de subventions. Preventive maintenance was long considered as secondary in China but is now attracting more attention and new technologies, due to the extraordinary growth of the construction sector and the automation in the industry sector. Bruno Lhopiteau, General Director of Siveco China, will present changing methods and approach on preventive maintenance of buildings and infrastructures.

Bruno Lhopiteau is the General Manager of Siveco China (www.sivecochina.com), the country's largest maintenance consultancy. He has been active in the Chinese maintenance market since 1997 and took part in some of the country's largest projects, most notably for the Three Gorges Hydropower Plant. Siveco China helps companies to manage maintenance "with Chinese characteristics" in three main target markets: manufacturing, facilities and infrastructures. 2011 Yearly GDP growth of China decelerated as the government hiked interest rates and tightened investment curbs to prevent overheating and tame inflation. In 2012, bearish US market and deteriorated Euro Zone economy due to debts crisis will be continuing threaten Chinese exporters, and the government will make their best endeavors to continue developing domestic consumption. Then what will the situation be for China domestic trade in 2012? Will there be a hard landing or soft landing on China’s economy?

With this economic background, Coface, an international credit insurance and credit management services group, has recently released 2012 Coface Corporate Credit Risk Paper in China based on its over 60-year-experience of companies' payment behavior. The Credit Risk Paper gives detailed Coface insight on China economic and credit risks of different sectors in 2012 followed by a practical risk-mitigation strategy in the coming year. Kai-Lung Hui is an associate professor in the Department of Information Systems Business Statistics, and Operations Management at the Hong Kong University of Science and Technology. His research interests include information privacy and security, the impact of the media on consumer behavior, and social interaction. He had provided consulting services to Ministry of Law, Singapore and the World Intellectual Property Organization (WIPO), though which he advised these organizations in developing measurement models for copyright piracy. Dr Hui has taught courses in business strategy, electronic commerce, information security, telecommunications, project management, and technology management, among others.

Catherine Cabrales est professeur d'anglais oral à l'école d'aviation civil de Canton depuis 2006. Elle possède une licence d’anglais et enseigne cette langue auprès d’un public de professionnels (ingénieur, personnel naviguant) et de particuliers.

REGLEMENT INTERIEUR DES COURS DE LANGUES DE LA CCIFC:

1. Les professeurs peuvent modifier la date d'une session sur demande, en accord avec les membres du groupe et de la CCIFC et sous réserve de leurs disponibilités. 2. Tous cours manqués par un participant ne sera ni remboursé ni rattrapé ulterieurement. En outre, le cours peut être rattrapé par le participant avec le professeur en le rémunérant sur la base de son tarif public. 3. Il est possible de changer de niveau en cours de semestre sous réserve d'un test de niveau avec le professeur concerné. 4. Les conjoints des membres CCIFC bénéficient du tarif membre. 5. Le tarif du semestre comprend les cours, les livres et autres supports de cours.

Ce livre est présenté aux hauts fonctionnaires chinois de plus de 20 ministères, à la Commission Européenne ainsi qu’aux gouvernements des différents pays Européen.

Meanwhile, M. Laurent is Advisory Council & Shanghai Chapter BOD member, Agriculture, F&B Working Group Chair at European Chamber of Commerce in China; Mr. Laurent has been French External Trade Councilor for more than 6 years. Mr. Laurent is passionate to participate in all kinds of social & business events also such as in CCIFC & CCE.

Groupe de Travail Développement Durable

La CCIFC a le plaisir de vous inviter au prochain groupe de travail sur le thème :

Le Développement urbain durable en Chine

Yves Cousquer, Président du Comité de pilotage de l’accord franco-chinois relatif au Développement urbain durable (DUD), présentera les avancées de la coopération franco-chinoise en matière de Développement urbain durable. Plusieurs axes de coopération que la France souhaiterait explorer seront soumis aux autorités chinoises (en particulier au MoHURD), en particulier :
1. Continuer à promouvoir la mise en œuvre de projets sur des sites-pilotes de la coopération, en premier lieu dans la conurbation du Grand Wuhan
2. Poursuivre la coopération franco-chinoise sur la formation des urbanistes
3. Echanger des expériences sur la gestion des Services publics municipaux
4. Coopération en matière d’efficacité énergétique et de performance environnementale du bâtiment 5. Approfondir les coopérations engagées sur la planification des transports et la mobilité urbaine durable
6. Eau et déchets

Yves Cousquer sera en mission en Chine du 22 au 28 mars pour étudier comment faire relancer la dynamique entre les deux parties sur le thème de l’accord relatif au Développement urbain durable. Cet accord a été signé entre le MoHURD (Ministère chinois du Logement et du Développement urbain et rural) et le MEDDTL (Ministère français de l’Ecologie, du Développement durable, des Transports et du Logement) en 2007

La présentation sera suivie d’un échange entre Yves Cousquer et les participants.

Par ailleurs, le Ministère de l’Ecologie, du Développement durable, des Transports et du Logement de la République française, l’Ambassade de France, l’Agence française de Développement et le Centre scientifique et technique du Bâtiment organisent le vendredi 30 mars après-midi, en partenariat avec les entreprises Arep, Lafarge, Saint-Gobain, Somfy et Terao, un séminaire intitulé « Expertise et offre françaises pour les bâtiments et les éco-cités de demain / French Advanced Solutions and Expertise for Tomorrow’s Buildings and Eco-cities » dans le cadre du salon « Green and Energy-Efficient Building & New Technologies and Products Expo » organisé à Pékin par le Ministère chinois du Logement et du Développement urbain et rural (MoHURD) du 29 au 31 mars 2012 (Site Internet : http://www.chinagb.net/gbmeeting/igebc8/english.shtml).

Les intervenants, issus de l’administration, de la recherche et du secteur privé, présenteront les politiques mises en œuvre en France dans le secteur des bâtiments à haute qualité environnementale et à faible consommation énergétique, ainsi que l’expertise des entreprises françaises dans ce domaine.

Les entreprises françaises peuvent, si elles le souhaitent, communiquer une liste de partenaires chinois qu’il serait utile d’inviter à assister à cet événement.
