La gestion des risques : contributions des sciences humaines et sociales

La gestion des risques en Chine est un challenge pour toutes les entreprises étrangères installées ici. Cette conférence permettra d'etudier la gestion des risques sous un angle différent. Les sciences humaines et sociales ont contribué à éclairer les façons dont les risques sont appréhendés par les individus et les collectifs dans les milieux professionnels. Prévention, compréhension et pilotage : les enjeux sont conséquents, en matière de sécurité des personnes d’une part, de sûreté des installations et de gestion des crises de l’autre.

La rencontre sera l’occasion d’échanges à partir de travaux concrets de recherches et d’interventions en milieux professionnels (industrie nucléaire, industrie chimique, distribution d’énergie, bâtiment, armées, hôpitaux), et des problématiques apportées par les participants.

L'enseignant-chercheur au département Sciences humaines et sociales de l’Ecole Centrale Paris. De formation initiale scientifique, elle est ingénieur et docteur en sociologie. Sociologue des organisations et du risque, elle a travaillé dans différents milieux industriels.

Directeur du département de Sciences humaines et sociales et responsable du groupe de recherche SHS sur les risques à l’Ecole Centrale Paris. Smart Cities: Problematic, Techniques and Case Studies

The Smart Cities are an important field for ubiquitous computing (UC) and ambient intelligence (AmI). In-city data collection and their appropriate diffusion to city users (actors) and their services (applications) are the key points of smart cities.

To put it into practice, a real augmented environment middleware for data collection and sharing is needed, as well as location based services, mobile and in-environment human computer interactions (HCI) and just in time contextual mobile learning.

The conference will focus on three concrete case studies: a dynamic lane allocation system, a system for goods urban delivery and a bus shelter based communication.

Air quality in Beijing, what is done and what can you do to protect yourself?

Pollution in Beijing has become one of the most hotly debated subjects on the Chinese web, with public outrage growing. Authorities have tried to ease the controversy by promising to measure small particles by 2015 and opening one of their monitoring centers to the public. They have also questioned the credibility of the US air monitor.

Ms. Zhou Rong, climate and energy campaigner at Greenpeace, will present more information about the air quality situation in Beijing.

China is the world’s largest agricultural economy. It is also the world’s second largest importer, and fourth-largest exporter of agricultural goods.

Direct and Indirect Selling by foreign companies

China has been the “World Factory” in the past two decades but now this populous country is getting a new image of “Crazy Consumer” in spite of the worldwide economic slowdown.

Aware of the increasing consuming power of the Chinese market, foreign investors are no longer focused on manufacturing products in China but seek opportunities to sell products in the large Chinese consumer market.

However, certain restrictions apply for foreign invested companies when selling their products. The seminar will address the legal and practical issues when selling in the Chinese market through different sales channels.

The seminar will cover the following subjects:
• Exclusive distribution/agency/wholesale/retail
• Direct selling (the incorporation and approval requirements for FIE’s and the prohibition of multi-layer marketing)
• Online selling trough registered websites (legal requirements: is a value added telecommunication license required?)
• Franchising

Jonathan Watts, journalist with deep knowledge about China, will speak one last time before he leaves China. His presentation will focus on China's biggest challenge: how to sustain its growth.

Jonathan Watts is the author of "When A Billion Chinese Jump - how China will save the world - or destroy it", about the environment in China.
When a Billion Chinese Jump is a journey through an environment in crisis. Jonathan Watts travels from mountain paradises to industrial wastelands, via tiger farms, melting glaciers, cancer villages, science parks, coal mines and eco-cities to examine the responses of those at the top of society and the hopes of those below. Watts is consistently attentive to human detail, vividly portraying individual lives in a country all too often viewed from outside as a faceless state.

Le groupe de travail R&D animé par la CCIFC et le Service pour la Science et la Technologie de l'Ambassade de France se réunira le jeudi 3 mai sur le thème :

Quelles subventions pour la R&D française en Chine ?

Cette réunion sera l’occasion de montrer ainsi que d’expliquer comment fonctionne le système de subventions chinoises dédiées à la R&D pour les entreprises étrangères. L'intervenante sera Mme Stéphanie Tirel de la société Bassetti (Shanghai), experte dans la veille stratégique et notamment dans la recherche de subventions. Mme Tirel illustrera l’importance du réseau et des partenariats universitaires ainsi que les procédures à entreprendre afin d’augmenter les chances de réussite et de faciliter l'obtention de subventions.

Suite à la présentation, les membres du groupe de travail sont invités à partager leur propre expérience de recherche et d'obtention ou de refus de subventions publiques chinoises.

Quelles solutions de financement court terme pour les PME françaises en Chine ?

Financement du besoin en fonds de roulement, financement des créances client,...le financement court terme de l’activité est une problématique essentielle pour les PME. Cette question revient régulièrement dans les réunions du groupe de travail PME de la Chambre. Les solutions de financement couramment utilisées en France n’existent pas toutes en Chine et les PME font souvent face à un manque de solutions et à des services proposés par les banques très coûteux.

Un intervenant de la branche Commercial Banking de la Société Générale présentera les solutions de financement possibles. La présentation sera suivie d’un échange entre les participants sur leurs difficultés de financement et leurs solutions. La question du rallongement observé des délais de paiement entre clients et fournisseurs sera également abordée.

Upcoming VAT reform in Beijing: Are you ready?

China has started the turnover tax reform in Shanghai to transform certain industries which were previously subject to Business Tax (“BT”) to the scope of VAT from 1 January 2012.It is widely considered as one of the measures to reduce the taxpayers' turnover tax burden. If it is successful, it would be implemented to all industries nationwide.
Beijing will soon be the next city to start the similar VAT reform in the second half year of 2012.

Preventive maintenance was long considered as secondary in China but is now attracting more attention and new technologies, due to the extraordinary growth of the construction sector and the automation in the industry sector. Bruno Lhopiteau, General Director of Siveco China, will present changing methods and approach on preventive maintenance of buildings and infrastructures.

Bruno Lhopiteau is the General Manager of Siveco China (www.sivecochina.com), the country's largest maintenance consultancy. He has been active in the Chinese maintenance market since 1997 and took part in some of the country's largest projects, most notably for the Three Gorges Hydropower Plant. Siveco China helps companies to manage maintenance "with Chinese characteristics" in three main target markets: manufacturing, facilities and infrastructures. Siveco has developed a unique approach to address the needs of owners/operators in China through the utilization of technological tools.

Véronique a 25 ans d'expérience de stratégie de négociation et de médiation, issue principalement de son expérience du modèle du Harvard Negotiation Project, de son expérience avec le monde chinois et d'un travail de recherche de mécénat auprès des grands groupes français ; elle a participé à la création d'une direction générale des achats dans l'industrie pharmaceutique en fédérant les postes des directeurs achats et acheteurs des sites de production et des centres de recherche. Son expérience de la Chine (séjours en entreprise en Chine dès les années 80, à l'Université de Shanghai ainsi que la lecture de textes classiques chinois et son activité au sein de l'Association Ricci) et son travail sur l'approche asiatique, des interventions dans le monde des lieux de conflits lui permettent d'enrichir sa compréhension de la relation humaine.

Véronique a participé à plusieurs instances internationales pour les femmes, a été Représentante pour la France pour le sommet de l’ONU à Genève en octobre 2002 du Global Peace Initiative for Women Leaders – New York -, a participé au Women’s Forum – Shanghai 2008, et participe à un groupe de travail sur les archétypes du féminin en soi. Son long parcours d’étude et d’accompagnement Orient / Occident l’éclaire sur les places du féminin et masculin. Elle accompagne les femmes dans leurs évolutions professionnelles.

Véronique a une formation scientifique complétée d'études à l'université des Langues Orientales. Elle est certifiée « Coach & Team Building » par Transformance (Vincent Lenhardt). Elle a approché plusieurs outils spécifiques dont l'Analyse Transactionnelle, la Gestalt, la PNL et a approfondi la Communication NonViolente selon le processus de Marshall Rosenberg.

Le Développement urbain durable en Chine

Yves Cousquer, Président du Comité de pilotage de l’accord franco-chinois relatif au Développement urbain durable (DUD), présentera les avancées de la coopération franco-chinoise en matière de Développement urbain durable. Plusieurs axes de coopération que la France souhaiterait explorer seront soumis aux autorités chinoises (en particulier au MoHURD), en particulier :
1. Continuer à promouvoir la mise en œuvre de projets sur des sites-pilotes de la coopération, en premier lieu dans la conurbation du Grand Wuhan
2. Poursuivre la coopération franco-chinoise sur la formation des urbanistes
3. Echanger des expériences sur la gestion des Services publics municipaux
4. Coopération en matière d’efficacité énergétique et de performance environnementale du bâtiment 5. Approfondir les coopérations engagées sur la planification des transports et la mobilité urbaine durable
6. Eau et déchets

Yves Cousquer sera en mission en Chine du 22 au 28 mars pour étudier comment faire relancer la dynamique entre les deux parties sur le thème de l’accord relatif au Développement urbain durable. Cet accord a été signé entre le MoHURD (Ministère chinois du Logement et du Développement urbain et rural) et le MEDDTL (Ministère français de l’Ecologie, du Développement durable, des Transports et du Logement) en 2007

La présentation sera suivie d’un échange entre Yves Cousquer et les participants.

Par ailleurs, le Ministère de l’Ecologie, du Développement durable, des Transports et du Logement de la République française, l’Ambassade de France, l’Agence française de Développement et le Centre scientifique et technique du Bâtiment organisent le vendredi 30 mars après-midi, en partenariat avec les entreprises Arep, Lafarge, Saint-Gobain, Somfy et Terao, un séminaire intitulé « Expertise et offre françaises pour les bâtiments et les éco-cités de demain / French Advanced Solutions and Expertise for Tomorrow’s Buildings and Eco-cities » dans le cadre du salon « Green and Energy-Efficient Building & New Technologies and Products Expo » organisé à Pékin par le Ministère chinois du Logement et du Développement urbain et rural (MoHURD) du 29 au 31 mars 2012 (Site Internet : http://www.chinagb.net/gbmeeting/igebc8/english.shtml).

À partir de son expérience auprès de nombreuses entreprises chinoises et occidentales en Chine, aussi bien dans le domaine industriel que dans celui des infrastructures et du bâti, Bruno Lhopiteau apportera son éclairage sur les raisons culturelles qui font que la maintenance préventive a longtemps été l'objet de peu d'attention de la part des managers chinois. Face à l'ampleur des investissements liés au développement urbain et à la nécessaire automatisation des industries manufacturières, il est cependant possible d'imaginer à présent des stratégies de maintenance efficaces qui s'intègrent de plus en plus tôt en amont des projets et s'appuient sur des technologies très prisées des équipes chinoises.

Bruno Lhopiteau is the General Manager of Siveco China (www.sivecochina.com), the country's largest maintenance consultancy. He has been active in the Chinese maintenance market since 1997 and took part in some of the country’s largest projects, most notably for the Three Gorges Hydropower Plant.
