Foreign R&D Centers in China: Trends and Implications

A seminar presented by Dr. Zheng LIANG (Professor at the School of Public Policy and Management, Tsinghua University)

 

The World Investment Report 2005 pointed out the growing importance of developing countries as recipients of foreign direct investment (FDI) in knowledge-intensive activities.
There are also concerns in developing countries about potential talent loss for local companies and the “crowding out” of local markets. This phenomenon raises a number of questions:
- Why would MNCs (Multinational corporations) do something of arguable concern in both types of societies? What are their motivations?
- Are such R&D activities geared mostly toward local markets, or are they focused mainly on global R&D networks?
- In what industries do MNCs set up R&D centers in developing countries, and are they different from those in developed countries?
- What are the implications for the national innovation system (NIS) of the local country?

This presentation aims to improve our understanding of MNCs’ R&D activities in developing countries, with a focus on their R&D centers in China.

 

Speaker :
Dr. Zheng LIANG now serves as the associate professor of the School of Public Policy and Management, Tsinghua University. He is also the research fellow and assistant director of China Institute for Science &Technology Policy at Tsinghua University (CISTP), which is jointly established by Ministry of Science and Technology of China and Tsinghua University, mainly focus on the studies of S&T policy and the national strategy of S&T development. Before entering Tsinghua, Dr. Liang served as the associate professor of the International Business School in Nankai University. He got his doctor’s degree of economics at Nankai University and published his monograph on the Economics of Science, Technology and Innovation (2004). The main areas of his research now focus on Globalization of R&D, IPRs and standards, National Innovation System etc. Dr. Liang have published more than 40 papers on academic journals and 10 books as co-author, one of them, named ‘The Criticism of Top 10 Economists in China’ aroused hot discussions in China and been distributed to Japan, Australia and other countries. He also participated in some important research projects such as the Strategic Research for National Long and Medium Term Science and Technology Development Program of China.
