GT Environnement

Le groupe de travail Environnement a pour vocation d’informer les participants sur l’actualité et les questions environnementales en Chine et de mettre en commun les connaissances.

Chaque session est articulée autour d’une présentation par un intervenant faisant part de son expérience ou d’une étude de cas sur le thème du jour et suivie de questions/réponses laissant une large place au débat.

La diversité d’expériences des intervenants permet d’offrir aux participants des éclairages variés sur l’Environnement en Chine : point de vue de l’ingénieur spécialiste d’énergies renouvelables, du trader de crédits carbone, de l’urbaniste définissant l’éco-ville, du politologue, du banquier, du juriste, du fiscaliste ou du régulateur…

Au cours de l’année 2008, marquée notamment par la création d’un véritable Ministère de l’Environnement et la décision du Gouvernement chinois d’allouer une part conséquente de sa relance budgétaire au développement d’infrastructures de protection de l’Environnement, les présentations ont ainsi porté sur la mise en place du mécanisme de développement propre en Chine (financement et conception des infrastructures ; vérification et vente des crédits carbone émis), le concept de ville verte, la politique du Gouvernement municipal de Shanghai et des autorités nationales et la réforme fiscale visant à promouvoir les technologies vertes et le recyclage.

A l’heure où les autorités chinoises renforcent leur contrôle sur l’application d’un corpus légal et réglementaire de plus en plus dense, le groupe de travail entend poursuivre son travail de veille et d’échange d’informations.

Coordinateurs :

	Frederik CORNU After having worked in Egypt, UK, Japan, France, UAE and Iran, Frederik has been working in China since 2000 for Degremont (SUEZ Environment) and then for SOGREAH, a French engineering and consultancy group, notably on urban environmental projects financed by the World Bank. He occupied different positions such as Commissioning Manager, Project Manager, Team Leader and Deputy General Manager. In 2006, Frederik became the Business Development Director of Bureau Veritas (China), Industry and Facilities Division. Frederik obtained a M.Sc. in Civil Engineering from the ESTP-Cachan (France), a Master in Structural and Civil Engineering from the University of Liverpool (England) and an Executive MBA from CEIBS (China).

	Olivier DUBUIS Olivier Dubuis was admitted to the Paris Bar in 1996. He holds a LLM in International Private Law, a LLM in Business Law and a LLB in General Private Law. He is practicing in Shanghai since 1998 and is now a Partner in charge of UGGC Shanghai office. He has been an elected member of the French Chamber of Commerce & Industry in China for five years. Areas of expertise: Foreign Investments, Environment law, Distribution, Finance, Mergers & Acquisitions, Litigation and international arbitration.

	Stéphane GASNE Stéphane is a member of the Paris Bar, a graduate from the Institut d’Etudes Politiques de Paris, and he holds postgraduate degrees in international and public law. Prior to joining the Gide Loyrette Nouel Shanghai office, he worked with the Paris office public and environmental law department. Working in China since 2004, he focused his practice on the construction, real estate and HSE issues in relation to Chinese project financing and foreign direct investment, and now follows closely the implementation of CDM projects.
