Breakfast Seminar: New Development Trends for High and New Technology Enterprise

June 11, 2015

Beijing

Government authorities are strengthening the administration over High and New Technology Enterprise (HNTE), the new HNTE regulation is currently under draft. The draft will impact the current HNTE scope extensively. HNTE application/renewal may become more difficult and understanding of the trends of the HNTE draft will give companies the time to prepare for the change. Identifying eligible R&D activities and projects by R&D/technical department are the key part of securing HNTE status and incentive.  However, based on our experience, R&D/technical department normally would narrow down the scope of the eligible R&D activities/projects due to the limited knowledge of tax interpretation.  As a result, the eligible R&D staff number and R&D expenses which are two of the criteria of qualifying HNTE status may potentially underestimated. In addition, our past experience shows that R&D/technical department play a key role to identify the R&D activities and projects, but may miss lots of potential opportunities due to limited knowledge about R&D activities for incentive purpose where qualified expenses/effort would be overlooked, i.e. blue-sky R&D vs. eligible R&D for tax purpose.

This is not merely a financial summary of opportunities, rather the speaker will focus on:
•The trends of the HNTE regulation development
•Practical engineering and scientific explanations to help companies understand their entitlements
•Case studies of our most recent dealings with the Science and Tax bureaus across China when dealing with super deduction and HNTE applications
•Requirements such as: IP ownership, contract R&D, reporting and record keeping, potential intra-group recharges and other potentially eligible R&D costs
